A basic vapor barrier is plastic over the dirt — better than nothing, and a fraction of the cost. Full encapsulation seals the entire envelope: floor, walls, vents, and penetrations, with drainage and dehumidification as needed. That was the old theory. In practice — especially in a climate like ours — vents let in humid summer air that condenses in the cool crawl space, making moisture worse, then let in freezing air all winter.
